Disposition Recommendations ? FAA-standard recommendations for addressing obstructions based on surface penetration type

Primary/Departure Surface Penetration

Severity: Critical

Disposition: Remove or Request FAA Variance

Obstruction must be removed or structure must be lowered below surface. Alternative: Request FAA Form 7460-1 determination and possible height variance.

Approach/Transitional Penetration

Severity: Moderate

Disposition: Reduce Height or Mark/Light

Structure can often remain if marked/lighted per FAA standards and approach procedure accommodates. Review TERPS.

Horizontal/Conical Penetration

Severity: Minor

Disposition: Mark/Light

Obstruction typically remains with required FAA Form 7460-1 filing and appropriate marking/lighting per Federal Standard 595 colors.

No Penetration

Severity: None

Disposition: No Action Required

Obstruction complies with FAR Part 77. Standard airspace use notification recommended.

Runway Configuration ? Define runway parameters for height restriction calculations. Based on FAR Part 77 surfaces.

Height Restriction Zones ? FAR Part 77 surfaces define maximum allowable structure heights. Each zone represents area under different surface constraints.

Height Calculator ? Enter any point location and get the maximum allowable structure height determined by ALL applicable Part 77 surfaces (most restrictive prevails).

Zoning Ordinance Language Generator ? Generate professional airport overlay district zoning ordinance text that municipalities can adopt. Based on FAA Model Zoning Ordinance guidance.

Land Use Compatibility Recommendations ? Land use categories compatible with each height restriction zone, tied to Module 30 compatibility analysis.

Zone A: Primary Surface (RPZ)

Highest restriction, most critical to airport operations

Max Height: 35 ft AGL (typical)

Compatible Uses:

  • Open space / parks
  • Passive recreation
  • Agricultural
  • Utilities (limited)

Prohibited: Buildings, structures, vegetation (except natural terrain)

Zone B: Inner Approach Surface

Critical for approach/departure procedures

Max Height: Variable (500–1,500 ft AGL typical)

Compatible Uses:

  • Open space / parks
  • Low-density residential
  • Agricultural / golf courses
  • Non-residential at reduced heights

Conditional: Schools, hospitals require FAA coordination

Zone C: Transitional Surface

Decreasing restrictions moving away from approach

Max Height: Variable (1,500–3,500 ft AGL typical)

Compatible Uses:

  • Residential (height-restricted)
  • Office / light commercial
  • Institutional
  • Industrial (height-controlled)

Zone D: Horizontal Surface

Fixed height limit around airport

Max Height: 150 ft AGL (fixed)

Compatible Uses:

  • General commercial
  • Office parks (height-controlled)
  • Institutional
  • Industrial
  • Residential

Zone E: Conical Surface

Gradual height increase, outer protection zone

Max Height: 150 ft + 20:1 slope from base

Compatible Uses:

  • Most commercial uses (height-controlled)
  • Tall buildings with FAA coordination
  • All residential uses
  • Industrial

Zone F: Unrestricted Beyond Surfaces

Outside all Part 77 surfaces

Max Height: No Part 77 restriction

Compatible Uses:

  • All uses permitted by base zoning
  • FAA Form 7460-1 required for cranes, tall structures
  • No specific height limitation from airport
